Revenue go-slow undermining scrappage scheme?

The car scrappage scheme was designed to help the motor trade kick start car sales for 2010, and at the same time boost revenue for the state from the extra sales. It has generated those sales, but, according to this post on Motorcheck.ie, problems caused to dealers by Revenue seem to be threatening to derail it.
