With a target to sell 100,000 cars in Europe by 2015, Lexus is looking at building its cars there.
Lexus parent Toyota is considering building the cars in Germany or France. The plant will also build Toyota models.
Projections are for having the facility online in a maximim of five years.
Toyota has expressed a target of two million vehicles a year for Europe by 2015.
