How 'ghost' drivers cost taxpayer

We do have a fine new motorway network as at least one of the infrastructural benefits of our recent decade of boom and bust.

But there's a peculiar quirk in the way that the taxpayer has to dig into the fast-emptying national purse to pay for 'ghost' trips along those roads, as outlined neatly in today's Irish Times Letters Page by James Nix.
